Add oils and corn kernals to a deep saucepan. The kernals should cover the bottom of the pan, but not layer or pile up. Incorporate red chili flake and garlic. Cover and cook on med-high until all kernals have popped. Pour popcorn into a bowl, tossing with powdered ginger.
